Frequently asked questions about how NotificationTracker works, where the data comes from, and how you can use it.

What is NotificationTracker?

NotificationTracker is a tool that visualizes EU draft laws submitted under the TRIS procedure and highlights stakeholder contributions and final changes.

Why was NotificationTracker created?

NotificationTracker was created to improve public understanding and oversight of how EU internal market laws shape national legislation — including the often opaque influence of lobbyists, industry associations, and national governments.

Organisations frequently invoke single market principles to argue against national laws they view as restrictive or burdensome. By making this dynamic visible, NotificationTracker enables journalists, NGOs, and researchers to better trace how national policies are challenged — sometimes quietly — before they are implemented.

Where does the data come from?

All data is publicly available. We rely on two main sources:

  • The EU's Technical Regulations Information System (TRIS) database, which we scrape and clean regularly.
  • The EU Transparency Register, where we match commenting organisations to their self-declared affiliations.
This allows us to build networks of collaborating actors and identify patterns of influence across multiple cases.

How can I find a specific notification?

You can browse by country or category, or search directly by TRIS ID or keyword.

Each notification page displays the core data published on TRIS, compares the draft and final legislation (where available), and — if comments exist — visualizes the commenting organisations and individuals as a network.

What does the lobbying network graph show?

The graph shows which organisations submitted comments on which notifications. These organisations are linked based on shared affiliations as declared in the EU Transparency Register.

TRIS itself does not publish relationships between commenting organisations — so this graph reveals a previously hidden layer of influence. To our knowledge, this is the first tool that connects TRIS comments with affiliation data to reconstruct lobbying networks across Europe.

Are all stakeholder comments public?

No. Although the EU Commission has recently begun uploading older submissions, not all comments are public. This includes comments from Member States and the Commission itself — especially “detailed opinions,” which are sometimes withheld.

Data availability is much better for recent notifications. NotificationTracker displays everything that is currently published on the TRIS platform.

Can I reuse or download the data?

Yes — our visualizations are based on public data. Please cite NotificationTracker and the TRIS database if you use the material in research or media.

We are currently working on a dedicated download section for selected datasets to enable advanced insights into the EU Notification Procedure. In the near future, we aim to turn this into a fully open data project. In the meantime, you can download official TRIS data manually via the TRIS platform search page.
