Explanation

The draft Act on the amendment of the Gambling Activities Act and certain other Acts implements significant changes on the gambling games market dictated by the need to limit the illegal operation of gambling games, guarantee the highest possible level of protection to players against the negative impact of gambling and increase the level of social awareness with regard to the dangers stemming from the use of services provided by illegal gambling operators. The purpose of attaining the objectives referred to above is to guarantee, as far as possible, a reduction in the socially and economically detrimental impact of gambling.

Summary

In keeping with the draft, operators offering online gambling games and games on gaming machines shall have an obligation to implement the regulations on responsible gaming in order to protect minors and players. With this purpose in mind, the draft implements regulations on the establishment of a Domain Registry for the Offering of Gambling Games Contrary to the Act, rules for blocking web domains placed on the Register and a ban on the provision of paid services by fee-service providers for websites using domains placed on the Register. The draft also introduces the possibility of operating gambling games on the internet in the form of a monopoly organised by a sole shareholder undertaking of the State Treasury (with the exclusion of betting and promotional lotteries). The draft implements the right to offer games on gaming machines outside casinos by a sole shareholder undertaking of the State Treasury, in the form of a State monopoly for this kind of activity and limits the holding of gaming machines (this not concern entities offering legal gaming on gaming machines). The draft also provides greater freedom to the rules of organising poker games. The obligation for supervisors and persons directly involved in the management of gambling to obtain professional certificates is waived.
