The proposed decree is necessary to implement the obligations vis-à-vis nearly zero-energy buildings in Directive 2010/31/EC of the European Parliament and of the Council on the energy performance of buildings, as well as to support national and EU commitments to reducing climate change and limiting carbon dioxide emissions.
The proposed decree applies to the design and construction of new buildings which are made of wall and roof structures and in which energy is used in order to maintain appropriate indoor climate conditions. It also concerns the expansion of a building and the increase of gross floor area.
