The digitisation of radio gives radio programme providers numerous possibilities to increase the diversity of their content and provide users with a higher-quality product in terms of sound quality. Contrary to developments in other EU Member States, the market penetration of end devices capable of receiving digital channels is sluggish. Furthermore, relevant initiatives undertaken by the Federal Government and the federal states have not led to a noticeable increase in the market penetration of digital devices. The aim of the statutory regulation is to encourage the more widespread use thereof.
The amendment proposes the introduction of a requirement for an interface via which digitally coded content can be received and played back. Given that said requirement only refers to devices that can display the programme name, it is limited to high-end devices. The objective of amending § 48 of the Telecommunications Act is to ensure that high-end radio receivers may only be traded if they are capable of receiving standardised digital signals from any digital distribution channel.
