Explanation

Under the applicable statutory powers, Law 8/2014 of 1 August 2014 on gaming and betting in the Balearic Islands was approved. Article 5 of this Law states that the Gaming and Betting Catalogue, as the basic legislative instrument for gaming, shall include gaming by means of amusement machines with prizes and gaming machines, while Article 8 provides that casinos may be licensed as establishments for gaming with type-B machines and other games included in the Gaming and Betting catalogue that are not exclusive to any other type of establishment, deferring the applicable requirements to a subsequent regulatory provision.

Summary

The purpose of the regulation to be adopted by this Decree is to govern – within the territory of the Autonomous Community of the Balearic Islands – the set-up, functioning and operation of casinos and the requirements to be met by the natural persons or legal entities that own these establishments, to ensure both legal certainty for parties licensed to operate these casinos and the rights of particularly sensitive user groups that require special supervision or protection.
