The change in the Regulation is based on a horrible accident that happened to a small boy. The boy got strangled in the swing he was using. This accident showed the need for some protection against looping of the line on swings.
This proposal includes a change in rules regarding playground equipment with swings. It changes Regulation on safety of toys and marketing No 944/2014 by adding a requirement. This requirement entails that a plastic cover is put on ropes or chains so they cannot be looped.
