Explanation

The draft Act aims to define the rules for the exchange of correspondence between public entities and other public or non-public entities. The default correspondence exchange method is to be defined as public service of documents by electronic means provided on the basis of the rules inspired by those laid down in the Regulation (EU) No 910/2014 of the European Parliament and of the Council (eIDAS). It will be complemented by a public hybrid service allowing public entities to also send correspondence in its default electronic form to digitally excluded persons. The draft Act also lays the foundations for the functioning of the market of the qualified service of documents by electronic means handled by qualified trusted service providers in line with the standard laid down by the Minister responsible for computerisation.
