Explanation

1. At the end of 2019, it was established that up to 5 % of the range of products (in certain cases up to 10 %) of stores specialising in the retail sale of alcoholic beverages in Tallinn are targeted at minors. Such food products are above all ice creams, lemonades, biscuits, potato chips, lollipops, etc. Therefore, minors also visit stores specialising in the retail sale of alcoholic beverages - mainly schoolchildren and young people and also without accompanying adults. The remaining range of goods at such a store mainly consists of alcoholic beverages, and to a lesser extent, also tobacco products and goods related thereto. Such stores do not sell conventional food products (such as bread, milk or butter). The sale of food products and non-alcoholic beverages targeted at minors at such stores does not comply with the predominant societal values and attitudes. The aim of the restriction is to reduce the exposure of young people to alcoholic beverages and their contact with persons who have consumed alcohol or have a hangover.
