It is necessary to supplement the Technical Guideline in order to provide operators and, in particular, manufacturers and developers of the technical devices, with the necessary detailed specifications. These are required when transposing and supplementing the corresponding ETSI (European Telecommunications Standards Institute) regulations, for the technical design of devices in the legislated areas of:
The amendments focus on updating the current version 7.1 of the Guideline to take account of the applicable international standards. In Part A (Telecommunications surveillance), editorial adjustments were made and an Annex I ‘Specifications for messaging services’ was included. Amendments have been made in Part B (Information disclosure); these were necessary due to knowledge gained by the authorised agencies and obligated companies when implementing the previously outlined ‘ETSI-ESB’ transmission procedure.
