The National Low-Carbon Strategy sets out the objective for reducing GHG emissions from the building sector by 87 % by 2050 (compared to 2012), a sector which alone is responsible for one quarter of France’s GHG emissions. Energy consumption for heating existing buildings is the sector’s greatest source of GHG emission reductions.
Articles L111-9 and L111-10 of the Construction and Housing Code allow for the levels of energy and environmental performance compatible with the objectives of the national energy policy, respectively for new and existing buildings, to be defined by decree of the Council of State.
