The following, amongst others, are addressed: packaging subject to the scheme participation obligation; transport packaging; sales and grouped packaging that does not typically accumulate as waste at the private final consumer after use; sales and grouped packaging holding filling materials containing hazardous substances; reusable packaging; single-use plastic products and lightweight plastic carrier bags.

Explanation

The Act transposes EU law. In order to create the conditions and data basis for the new reporting, survey designs were chosen that are intended to ensure a balance between the quality of the data collected and the burden on businesses and authorities associated with the data collection.

Summary

The draft Act serves solely to transpose Union law. The subject of the draft is substantive amendments to the Environmental Statistics Act, which has existed in its current version since 2017. In order to comply with the new data requirements of the EU Waste Framework Directive, the EU Packaging and Packaging Waste Directive, the EU Single-Use Plastics Directive and the EU Sewage Sludge Directive, the corresponding surveys are required by law in the Environmental Statistics Act for the first time or in an amended form.
