The purpose of the regulation is to use more recycled plastics in more plastic packaging, increase the demand for recycled plastics and thereby reduce the use of the earth’s resources and reduce the effects of consumption on the environment, especially the climate. By requiring packaging to contain recycled plastics, market conditions for recycled plastics are improved. In this way, incentives are given to increase the recycling of plastics and the price imbalance between recycled and new raw material decreases. In order to achieve a circular economy for plastics, it is necessary that plastic packaging as much as possible consists of recycled plastic.
The regulations partly implement the requirements of Directive (EU) 2019/904 of the European Parliament and of the Council of 5 June 2019 on the reduction of the impact of certain plastic products on the environment (single-use plastics directive), European Parliament and Council Directive 94/62/EC of 20 December 1994 on packaging and packaging waste (Packaging Directive) and Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain Directives (Waste Directive).
