Explanation

The draft law will make it possible to prevent the death and suffering of fur animals, which the majority of Latvian society considers unjustified. The preamble to the Animal Protection Law states: ‘no one is allowed to kill, cause pain to, cause suffering to or otherwise harm an animal without reasonable cause’, which is contrary to the breeding and killing of foxes, mink and chinchillas for fur.

Summary

The aim of the draft law is to prohibit the breeding of farmed animals in Latvia for the production of fur. The amendments are expected to enter into force on 1 January 2028. The amendments do not prohibit the production of fur by means of hunting or the fur trade.

The Saeima has adopted and
the President has proclaimed the following law:
‘Amendments to the Animal Protection Law’

The Animal Protection Law (Latvijas Republikas Saeimas un Ministru Kabineta Ziņotājs [Reporter of the Saeima and the Cabinet of Ministers of the Republic of Latvia], 2000, No. 2; 2002, No. 2; 2003, Nos 6, 16, 2005, No. 10, 2007, No. 3; 2008, No. 3; 2009, No. 21; Latvijas Vēstnesis [the official Gazette], 2010, Nos 62, 205; 2012, No. 50; 2014, No. 123; 2017, No. 128; 2019, No. 248A) is amended as follows:

1. In Article 10(10), the words ‘fur animal farms’ are deleted.

2. Chapter II is supplemented with Article 131 to read as follows:

‘Article 131. The breeding and keeping of farmed animals shall be prohibited if the sole or main purpose of breeding or keeping is the production of fur.’

3. The transitional provisions are supplemented with Paragraph 22 to read as follows:

‘22. Article 131 hereof shall enter into force on 1 January 2028.’
